The Problem

There is an expectation that teachers can go into their classrooms, close the doors and teach their content without a hitch. This is not the case. The best student outcomes and high-quality instruction occur when teachers are supported and invested in. Our system of preparing, supporting, and rewarding early educators in the United States remains largely ineffective, inefficient, and inequitable, posing multiple obstacles to teachers’ efforts to nurture children’s optimal development and learning. And yet, we know that the first five years are key to children’s development. The job of Early Childhood Education Administrators is complex and multidimensional and depends in part on their education, experience and how they allocate time across daily responsibilities. Loeb (2010) found that, on average, administrators spent less than 10% of their time on functions traditionally defined as "instruction," such as classroom observations and professional development for teachers. Almost 30% of their time was spent on administrative activities, including student supervision, scheduling, and compliance issues; about 20% of their time was spent on organizational management duties.

The consequences of teachers' lack of support in classroom instruction will continue to generate teacher turnover, teacher burnout, and poor child outcomes. If we continue to deploy the same practices, ECE students who are not prepared for school will become below-average third graders, consequently widening the achievement. Good teachers will leave, mediocre teachers will stay and the school gradually (or not so gradually) declines. Reversing the impact will take years
